EMERGENCY REPAIR REQUIRED (ERR) — Per Civil Code §5551 (SB 326)

Finding: The waterproofing membrane/coating system on the subject exterior elevated element(s) has failed, allowing active water intrusion into concealed wood-framed structural components. Moisture meter readings indicate moisture content exceeding 19% in load-bearing joists, consistent with conditions that support fungal decay and structural degradation.

Classification: This condition constitutes an immediate threat to the health and safety of the occupants and the public. Pursuant to Civil Code §5551 (SB 326), this finding is classified as requiring emergency repair.

Required Action: The association shall take immediate preventive measures to restrict access to the affected element(s). Inspector notification to local enforcement agency within 15 days.

Recommended Remediation: Complete removal of the failed waterproofing system, assessment and repair/replacement of damaged structural members, and installation of a new fiberglass-reinforced waterproofing system.
